Regional Consultation of UNESCO Field Offices in Africa (Dakar, Senegal, 4-5
December 2000)
Nineteen of UNESCO's twenty-four field offices in Africa attended a regional
consultation in Dakar, Senegal to discuss the kind of support UNESCO can best offer
in follow up to the decisions of the World Education Forum (Dakar, Senegal, 26-28 April
2000). The consultation was organized by the UNESCO Regional Office for
Education in Africa (BREDA), in Dakar.
After having listened to reports made by each field offices on what has been done in countries since the World Education Forum last April, participants
drafted and discussed a Regional Plan for Africa.
The draft plan proposes to place the Dakar follow-up within the context of the
OAU (Organization of African Unity) Decade of Education in Africa (1997-2006) and to build on other regional,
sub-regional and national mechanisms. The next conference of African Education Ministers
(MINEDAF VIII) in December 2002 is seen as the occasion to consolidate national EFA
plans of action and to evaluate progress in implementation of the Decade of Education Programme for Action and to make adjustments as necessary.
The Regional Plan for Africa also mentions a reinforcement of the clearinghouse function of
UNESCO/BREDA, first endorsed by MINEDAF IV in
Lagos, Nigeria (27 January - 4 February 1976). National EFA plans of action and national experiences and
policies will be shared through the channels provided by MINEDAF (e.g. this Ministers Web site
and its associated Document Service).
Ministers' policy briefs on specific EFA issues and concerns will be prepared, technical consultations to consolidate national EFA plans will be
organized and memoranda of understanding between Member States, UNESCO and EFA partners will be elaborated.

Successful applicants – MINEDAF Regional Exchange Fellowships under the
South African arrangements
The Steering Committee of the Programme has selected the 30 successful
fellows — 23 men and 7 women — spread over some 17 African countries of
North Africa, West and Central Africa and Eastern and Southern Africa: Botswana,
Cameroon, Egypt (2), Ethiopia (2), Gabon (2), Ghana, Kenya, Mali, Mozambique,
Nigeria, Rwanda, Sierra Leone, Sudan (3), Tanzania, Uganda (5), Zambia (2) and
Zimbabwe (4).
UNESCO-UN agency Country Programme for the Gambia
UNESCO is facilitating the implementation of the Education for All strategy and
plan of action in The Gambia. The Government of the Gambia has committed itself
to providing basic education (from Grade 1 to Grade 9), uninterrupted nine years
of schooling to all children.
Consultation on the Education for All Dakar Follow-up (Dakar, Senegal, 30-31
October 2000)
The UNESCO Regional Office in Dakar (UNESCO/BREDA) convened a Consultation on
the Education for All Dakar (EFA) Follow-up at the UNESCO Offices in Dakar,
Senegal, from 30-31 October 2000. This meeting brought together Senior Officials
responsible for the Dakar Follow-up from five of the six countries for which
UNESCO/BREDA assures UNESCO representation. The countries participating were:
Cape Verde, The Gambia, Liberia, Senegal and Sierra Leone. Guinea Bissau to
participate.

UNESCO and
UNDP sign Memorandum of Understanding - Sierra Leone
UNESCO and UNDP have signed a Memorandum of Understanding to collaborate
in assisting
Sierra Leone in developing a
National Plan of Action reflecting the goals and strategies identified at the World
Education Forum in Dakar, Senegal. The document is available at the MINEDAF

UNESCO and UNICEF sign Memorandum of Understanding
UNESCO Regional Office for Africa (Dakar, Senegal) and UNICEF Office for West and Central Africa
(Abidjan, Cote d'Ivoire) have signed a Memorandum of Understanding to mobilize technical and financial resources of their respective Offices and agencies to support countries in West and Central Africa Region in the Education for All (EFA) Dakar
Follow-up.
MINEDAF Regional Exchange Fellowships
Offers are made by UNESCO and Government of South Africa in the framework of
the follow-up to MINEDAF VII. The Fellowships are aimed at senior African
academics currently working in Africa, who wish to use the facilities available
at leading South African institutions of higher learning.
FAWE - 12th
Technical Committee Meeting. Nairobi, 14-15 September 2000
FAWE [Forum for African Women Educationalists]
is a pan-African NGO founded in 1993 to stimulate broad policy reform and create a conducive environment for increasing parental demand
for girls' education. Underpinning FAWE's work is an explicit effort to close the gender gap in education, not only in access but in persistence and
achievement at all levels. The FAWE Technical Committee (TC) provides
professional advice to the Executive Committee through the Secretariat. Members
are appointed to the Technical Committee based on qualifications and experience
in educational and other development issues with particular reference to Africa.
The tenure of service for members is three years. Upon successful completion of
a term, a member may be re-appointed for a second term. The Executive Secretary,
Intergovernmental
Committee, MINEDAF VII, Dr. John Nkinyangi,
is a member of the FAWE Technical Committee.
Secretary-Generals consultation, Windhoek, 26-30 June 2000
Introductory training course on using the Internet
(Pretoria, South Africa, 22-24 June 2000)
This course for Secretary-Generals of National Commission for UNESCO of
African Member States was organized in collaboration with the South African
National Commission for UNESCO and the University of Pretoria School of
Information Technology.
Third International Association of Community and
Further Education Colleges Conference (Cape Town, South Africa, 25-28 June 2000)
The theme of this conference, held in Cape Town, South Africa, on 25-28 June
2000, was "International Collaboration in Community and Further Education
and Training: A Strategy for the New Millennium".
World Education Forum, Dakar, Senegal, 26-28 April
2000
The World Education Forum examined progress towards the goal of Education
for All (EFA) since the Jomtien (Thailand) Conference held ten years earlier.
The Forum addressed major policy questions, including the following: How well
have countries delivered on their EFA commitment? Which strategies accelerate
the provision of basic education? How can countries make the EFA dream a
reality? The Forum set priorities for the 21st Century.
