MINEDAF VII and Other Initiatives
Meeting of COMEDAF Bureau of Ministers (Bamako, Mali, 31 May - 1 June
1999)
The COMEDAF Bureau of Ministers is made of the Ministers of Education of the
following countries:
President: Zimbabwe
Vice-Presidents: Kenya,
Libya, Mali
Rapporteur: Cameroon
All the countries Members of the Bureau were represented at the Mali meeting.
The COMEDAF meeting was accorded high honour by the Malian authorities. Both the
President of the Republic (H.E. Alfa Oumar Konaré) and the Prime
Minister (H.E. Ibrahim Boubacar Keita) met with the participants of the
meeting in separate audiences lasting more than an hour each.
The Bureau reviewed and approved the documents presented to it by the Executive
Secretaries of the three initiatives of African Ministers of Education (ADEA,
COMEDAF and MINEDAF) on the mechanisms and organs of implementing and steering the OAU
Decade of Education in Africa. The documents were in three parts. The first
part covered activities at the regional-level. The second part covered
activities at the national-level. The third part covered financing mechanisms.
The various organs of the mechanism of the OAU Decade Programme approved by the
Bureau of COMEDAF --- beginning with those at the highest levels of Government (Cabinet or
Council of Ministers), down to those at the operational level, that
is, the Task Forces or Working Groups implementing various activities --- are
meant to work in close synergy with each other, and to ensure a regular sharing
of experiences, both within the country, and with similar organs in other
African countries.
