The formal and informal consultations between Ministers in Harare attempted to address a number of thorny issues that could not be settled in the plenary sessions, including mechanisms of steering and monitoring the Decade Programme, possible funding strategies for regional and national activities and ways and means of forging greater collaboration between the different initiatives of the African Ministers of Education.

Following recommendations of the Ad Hoc Committee, the Harare conference passed a resolution requesting the Executive Secretaries of the three initiatives of African Ministers of Education (ADEA, COMEDAF and MINEDAF) to  continue providing technical support to the OAU, as requested by African Education Ministers, in the framework of the Decade of Education Programme, and as one of the ways and means of assuring synergy and complementarity between the three regional initiatives of Ministers. In that capacity, the three Executive Secretaries were invited to assist at two follow-up meetings of Ministers (in N'Djamena, Chad, 11-13 April 1999, and in Bamako, Mali).
